The Ministry of Finance presented the financing conditions on Thursday, with the announcement of the provision of pre-financing of approximately 2.5 billion euros from the SAFE loan to Romania. Thus, after the 10-year grace period, the repayment of each tranche will be made in equal annual installments until the final maturity.
Romania profită de capitalele aduse de Comisia Europeană din piețele financiare, iar cheltuielile pentru împrumut sunt asumate de aceasta în vederea finanțării instrumentului SAFE, conform metodologiei europene. Fondurile pot fi accesate până la 31 decembrie 2030.
Nu se oferă fondurile integral la început. Banii sunt eliberați în tranches, iar accesul la aceștia este condiționat de realizarea etapelor aferente proiectelor și achizițiilor incluse în Romania’s European Defence Industry Investment Plan.
„Each subsequent tranche depends on the fulfillment of the assumed milestones. We must transform these resources into completed projects, implemented contracts and investments that remain in the Romanian economy,” said Finance Minister Alexandru Nazare.
Prin intermediul SAFE, 35 proiecte au fost finanțate.
35 de proiecte sunt incluse în planul de investiții al României. 75% din bugetul alocat va fi dedicat achiziției de echipamente militare, menținerii ordinii publice și apărării civile, iar 25% va fi investit în infrastructura rutieră de interes național.
Ministry of Finance va administra fondurile acordate României prin programul SAFE, în timp ce Chancellery of the Prime Minister va asigura coordonarea generală a Planului. Pentru realizarea proiectelor și achizițiilor aferente, responsabilitatea revine Ministry of National Defense, Ministry of Internal Affairs și Ministry of Transport and Infrastructure.
Romania își asumă angajamente, fără a se sprijini pe SAFE
Romania committed, at the NATO Summit in The Hague in June 2025, to gradually increase defense spending to at least 3.5% of GDP by 2035. Up to 1.5% of GDP can be added to this for related investments in security and defense, including critical infrastructure and resilience.
Conform Ministerului Finanțelor, obligațiile respective trebuiau să fie acoperite indiferent de prezența programului SAFE. În schimb, instrumentul european oferă posibilitatea de a accesa împrumuturi pe termen lung, la costuri de finanțare stabilite de Uniunea Europeană.
„SAFE does not create this expense, but helps us finance it more efficiently and sustainably,” said representatives of the Ministry of Finance.
